Commission a bipartisan Public Systems Review Board to audit outdated rules and structures
Allocate federal modernization grants to states that digitize key services and improve transparency
Host a National Civic Infrastructure Summit every four years to assess progress and update strategy
Involve public-private tech partnerships for ethical systems design and implementation
